Under the revised agreement, the core satellite constellation will grow from 282 planned orbiting units to 348 operational spacecraft. The expansion directly addresses increasing security needs and evolving defense operational requirements across Europe. As part of the new design, the baseline satellite hardware has been upgraded, and an extra layer of 66 low Earth orbit spacecraft will support defense agencies, national security, and emergency services. Technical assessments show this enlargement will boost secure government communication capacity by 60 percent within the EU and by 54 percent globally, enhancing regional capabilities during complex emergencies and critical infrastructure crises.
EU Contracted to Broaden IRIS2 Satellite Network
The SpaceRISE consortium, responsible for primary development and a 12-year operational concession, includes major European satellite firms such as SES, Eutelsat, and Hispasat. The public sector implementation is closely coordinated with the European Space Agency, which provides engineering and launch support. The manufacturing process involves a broad network of European aerospace leaders, including Thales Alenia Space, Airbus Defence and Space, and OHB, as well as telecom companies like Orange and Deutsche Telekom.
Funding for the expanded satellite system is structured as a public-private partnership, combining EU budget resources, national government funding, and private investments from consortium operators. Member states are formalizing financial commitments for deployment from 2028 to 2034, with Poland pledging 656 million euros, Hungary allocating 500 million euros, and Spain planning investments between 1.6 billion euros and 2 billion euros. Additional national funding agreements are currently under discussion.
